This devilish bill must be stopped!!! It’s imperative that if you are getting this alert that you take the time to read the ENTIRE bill!

What’s in this alert? Exposing SB613, a disastrous bill written by the sinister company known as Delta Dental!

Delta Dental knows their days are numbered regarding fluoridation because HHS Sec. Robert F Kennedy, Jr. and others are coming out heavily against this monstrous process of fluoridating (poisoning) our drinking water. Oh, so now they want to put THEIR bill through tomorrow.

And shockingly, why did these sponsors of SB613, Sen. Clint Penzo of Sprindale, Sen. Bryan King of Green Forest, Rep. Aaron Pilkington of Knoxville, and Rep. Matt Duffield of Russellville ever make this terrible decision to put their name and reputation on this malevolent bill from Delta Dental? A true conservative would NEVER have done this! Did Delta Dental pay some of them off and/or promise them something? Are they representing their constituents… or Delta Dental?

Update: Senator Bryan King called us on Sunday. He is a true conservative, and he sees the problem with this bill! He said that he is going to try to straighten this out tomorrow. This is the end of the legislative session, and there has been a flurry of bills going through.

Let’s give them a chance to do the right thing! BUT you must call or contact the House State Agencies Committee and tell them NOT to vote for SB613. Please hurry! Their contact info is at the end of this alert.

Secure Arkansas has begged Senator Penzo and his sponsors to pull this bad Delta Dental bill.

It’s high time our elected politicians walk the walk as a true conservative and representative of the people instead of just talking a big talk! Or worse, lie to us.

This is the bill that Delta Dental is trying to pass off to our legislators and the general public as a “good” fluoride bill:

SB613 – AN ACT TO CREATE AN ELECTION PROCEDURE TO DETERMINE FLUORIDATION OF A PUBLIC WATER SYSTEM; AND FOR OTHER PURPOSES.

 

Read it for yourself! This horrible long-14-page bill is scheduled for the House Committee on State Agencies and Governmental Affairs on Monday, April 14, 2025 at 10:00 am, Room 151 at the State Capitol. Here’s their Agenda.

Many people are asking us, ”Is this a classic bait & switch bill? Were we baited with this good bill, SB2, and then switched to this nasty complicated bill, SB613?”

We have been told to take it or leave it!  Ok. We want no part of this malignant bill!

Instead, Secure Arkansas fully supports SB2, a good bill that would remove the fluoride mandate… but now we are hearing that it may be stalled in the House Public Health Committee! SB2 is on the agenda for Tuesday, April 15th, but again, we are hearing that the bill probably won’t be brought up by the Chair of the House Health Committee, Rep. Jeff Wardlaw. Why not?

Once this current legislative session is over, it will be the year 2027 before we can have another bill… and TWO years is TOO long.

Arkansans have been under the hazardous fluoridation mandate that was forced upon us in 2011 for 14 YEARS.

It’s time to free us from the mandate and from the toxic fluoride chemical.

SB2 is a very good, short bill that simply states: ”Arkansas Code § 20-7-136 is repealed.”

 

However, we are hearing that Delta Dental’s SB613 is ALL they are going to be able to get through this session. Are you kidding us?

Well, if that’s the case, Secure Arkansas REJECTS this nightmare bill! It goes against everything for which we stand!

It’s a trap! Water operators and systems, beware!

We NEED freedom to petition our government with a redress of grievances. The First Amendment of our U.S. Constitution says, ”to petition the government for a redress of grievances.” That guarantees people the right to ask their government for relief from wrongs or to seek changes in policy.

Heaven forbid, if we cry out for relief and ask for poison to be banned from our drinking water! Fluoride is accumulative.

In this 2025 session, Senator Kim Hammer tore the initiative and referendum process apart! It’s totally shredded! Hammer carried five or six bills in his cunning little package of vile bills that intimidates and bullies most canvassers and signers. And with what Delta Dental has in SB613, it finishes off what Senator Hammer started. See Senator Hammer’s SB207-SB211.

These types of dreadful bills do NOT want the people to have a say in anything! So, they are making the petition process HARDER to carry and will deal out severe legal challenges to all who participate in their well-designed evil process.

They want us to be without any rights, just privileges, so censor the people, or at least stall the people, and definitely make it too hard for the common people to understand, discredit those that speak out, and last but not least, scare the heck out of them.

Why is SB613 bill so bad?!… it put canvassers and signers in legal danger!

1. Administrative and Financial Challenges: Implementing election procedures for each public water system could introduce administrative complexities and costs, diverting resources from other essential services.

So, water districts may need to allocate funds for ballot preparation, public notifications, and other logistical aspects of conducting an election. These unplanned expenses could strain budgets, especially for smaller districts.

2. Legal Challenges: This may involve navigating complex regulatory requirements. Water districts could face legal challenges or compliance issues, especially if state and federal guidelines on water quality and public health are affected.

3. Strict Petition Requirement: It’s too convoluted. The petition must be signed by at least 38% of the registered voters served by the public water system. Not all of the water customers will be registered voters. Our guess is that nearly half of the water customers will Not be eligible to sign the petition.

Also — too many detailed regulations for petition circulation, including requirements for paid canvassers, signature verification procedures, and penalties for fraudulent activities, taking sworn statements from the canvassers, and canvassers must inform potential signers that petition fraud is a Class A misdemeanor before collecting their signatures.

Additionally, no subsequent fluoridation election can be held for four years following such a decision.

4. SB613 would NOT remove the fluoride mandate.

5. SB613 would NOT satisfy the Federal Judge ruling Case 3:17-cv-02162-EMC.

6. SB613 would NOT satisfy HHS Secretary Kennedy who condemned fluoridation and called on state legislators to pass laws banning it.

7. SB613 would NOT satisfy the wishes of Arkansans who want to ban water fluoridation from the Arkansas public water system.

8. SB613 could submit to water districts many legal and financial problems.

However, the good bill SB2 repeals the statewide fluoridation program and removes the mandate for water systems to maintain a fluoride content.

If passed, SB2 WOULD:

  1. remove the fluoride mandate in Arkansas;

  2. satisfy the Federal Judge ruling Case 3:17-cv-02162-EMC that water fluoridation poses an unreasonable risk of reduced IQ in children;

  3. conform with HHS Secretary Kennedy who condemned fluoridation and called on state legislators to pass laws to ban it; and

  4. satisfy the wishes of the majority of the users of Arkansas public water systems who wish to ban fluoridation.
